A 0 percent rating feels like a loss. No monthly compensation attaches to it, and plenty of veterans read one and never think about the condition again. That is a mistake, because a 0 percent rating is not a denial. It is a win with the volume turned down.

Here is what a noncompensable rating actually establishes, and the three reasons it matters.

What a 0 percent rating means

A 0 percent rating means the VA has granted service connection: it agrees your condition is related to service. It has simply found the current severity below the compensable level. The hard part of the claim, the connection, is done and on the books.

Three reasons it matters

  • It is a foundation for increase. Conditions change. If a service-connected condition worsens, you file for an increase with current medical evidence, and the connection fight never has to be refought.

  • It can anchor secondary claims. A service-connected condition at any percentage, including 0, can serve as the basis for a secondary claim if it causes or aggravates another condition. The domino chain starts from connection, not from compensation.

  • The painful motion rule can lift joints off zero. For joint conditions, 38 CFR 4.59 is intended to ensure genuinely painful motion earns at least the minimum compensable rating. If your 0 percent joint actually hurts through its motion, that is worth a hard look and honest documentation.

One more practical note: service connection itself can matter for VA health care related to that condition. The compensation is zero; the recognition is not.

This rule has exceptions. Multiple 0 percent ratings do not combine into a compensable rating by themselves, though a special provision can apply in limited circumstances, and each condition’s criteria control. Individual cases vary. Track every rating, including the zeros, and see the whole picture.
